Renzo Arbore and Luciano De Crescenzo – one musician and showman, the other philosopher, both very popular in Italy - wander through the streets in Rome, while discussing an original idea for a new movie. They pass under the window of real-life filmmaker Federico Fellini, who is writing a screenplay entitled F.F.S.S. - Federico Fellini South Story. A wind causes the screenplay to fall to the road below, and the two pick it up and decide to use Fellini's ideas themselves.
Renzo Arbore plays a manager trying to bring success to the Neapolitan singer Lucia. While travelling across Italy, they face all the Italian stereotypes and get involved in TV commercials in Milan; in Rome they look for a recommendation to work in RAI, the public TV channel. They eventually encounter Sceicco Beige (Roberto Benigni), a music celebrity. At last, they succeed in participating in the music contest, Festival di Sanremo 1983, where Raffaella Carrà sings Soli sulla luna and Ahi. The film includes many Italian celebrities' cameos as well as references and allusions to the politicians of that time.
